What Is the Canadian Dental Care Plan?

New Patients

The Canadian Dental Care Plan (CDCP) is a federal dental benefit program designed to make oral health care more affordable for Canadians without dental insurance. The program is managed by Health Canada, with applications processed through Service Canada and claims administered by Sun Life.

It is important to know that the CDCP is a government dental benefit — it is not a free dental program for everyone. Depending on your family income, the plan may cover all or only a portion of the cost of eligible services, and some treatments require preauthorization before they can be covered. Our team will always explain any costs you may be responsible for before treatment begins.

Who Qualifies for the CDCP?

To be eligible for the Canadian Dental Care Plan, you must meet all four of the following requirements:

No Access to Private Dental Insurance

You do not have access to dental coverage through your employer or a family member's employer benefits (including health and wellness spending accounts), through a pension plan, or through insurance you or a family member purchased. Note: this applies even if you chose not to take the coverage offered to you — declining employer benefits still counts as having access.

Filed Your Tax Return

You (and your spouse or common-law partner, if applicable) must have filed your Canadian tax return for the previous year so your family income can be assessed.

Adjusted Family Net Income Under $90,000

Your adjusted family net income must be less than $90,000 per year. Your income level also determines your co-payment tier (see the cost section below).

If you have dental coverage through a provincial or federal social program (such as Ontario Works, ODSP, or Healthy Smiles Ontario), you may still qualify for the CDCP — coverage is coordinated between the plans so there are no gaps or duplication. CDCP Co-Payments: What Will You Pay?

How much the CDCP covers depends on your adjusted family net income. The plan pays a percentage of the CDCP fee for each eligible service, and you pay the remaining percentage, known as your co-payment, directly to the dental office.

Adjusted Family Net Income CDCP Covers Your Co-Payment
Under $70,000 100% of CDCP fees 0%
$70,000 – $79,999 60% of CDCP fees 40%
$80,000 – $89,999 40% of CDCP fees 60%

Important — CDCP fees vs. office fees:
The CDCP reimburses services based on its own fee schedule, which may not be the same as the fees dental offices charge. This means you may have additional costs beyond your co-payment.

At Waterford Dental, our team will review your estimated CDCP coverage before treatment begins and provide a clear estimate of any amount that may not be covered.

Direct billing:
We can help submit eligible CDCP claims directly through Sun Life, so you only pay your co-payment and any agreed-upon additional charges at your visit, instead of paying the full amount upfront and waiting for reimbursement.

Before any treatment, our team will review what the CDCP covers for your situation and confirm what you can expect to pay, so there are no surprises.

CDCP Frequently Asked Questions

Common questions about CDCP coverage, co-payments, direct billing, and what to bring to your appointment.

Is dental care free under the CDCP?

Not always. If your adjusted family net income is under $70,000, the CDCP covers 100% of its fee schedule for eligible services. If your income is between $70,000 and $89,999, you may have a co-payment of 40% or 60%. You may also have additional charges if a service costs more than the CDCP fee or is not covered by the plan. Our team will review this with you before treatment begins.

Does Waterford Dental direct bill Sun Life for CDCP patients?

Yes. We can help submit eligible CDCP claims directly through Sun Life for CDCP-covered services. This means you typically only pay your co-payment and any agreed-upon additional charges at your visit, instead of paying the full amount upfront and waiting for reimbursement.

Can seniors in Norfolk County use the CDCP at your office?

Yes. Seniors have been eligible for the CDCP since the program launched, and the plan is now open to all age groups who meet the eligibility criteria. Many CDCP patients from Waterford, Simcoe, Delhi, and nearby Norfolk County communities use the plan for exams, cleanings, gum care, dentures, and other eligible dental services.

What if my treatment costs more than the CDCP covers?

The CDCP pays based on its own fee schedule, which may differ from office fees. If a recommended treatment involves costs beyond what the plan reimburses, our team will provide an estimate first so you can make an informed decision before going ahead.

I have Ontario Works or ODSP dental coverage. Can I still use the CDCP?

Possibly, yes. Having coverage through a provincial or federal social program does not automatically disqualify you from the CDCP. If you are eligible for both, coverage may be coordinated between the plans to help reduce gaps or duplication.

Do I need to renew my CDCP coverage every year?

Yes. CDCP coverage must be renewed annually. The renewal window usually runs from April 15 to June 1 each year, after you have filed your tax return. If you miss the deadline, you may be able to re-apply, but you could have a gap in coverage.

What should I bring to my first CDCP appointment?

Please bring your Sun Life CDCP member card and a piece of government-issued ID. If you have had recent dental work or X-rays at another office, let us know. This can help us plan your care and avoid duplicate services where possible.

Does the CDCP cover dentures?

Yes, complete and partial dentures are among the services the CDCP may cover, although they often require preauthorization from the plan before treatment begins. Our team can help prepare and submit the preauthorization request as part of your treatment planning.
